Disables scheduled version updates (open-pull-requests-limit: 0); security updates are exempt from that limit and keep flowing. Removes the auto-merge caller workflow: every Dependabot PR now requires human review and a manual merge, with no PR approved or merged by automation.

Refactor: Dependabot now opens PRs only for security vulnerabilities. Scheduled version updates are disabled via
open-pull-requests-limit: 0; alerts and security updates are unaffected. The auto-merge caller workflow is removed — every Dependabot PR is reviewed and merged by a human.
