Closing in favour of #1061, which patches the same advisories without the major-version jump.

This PR bumps next from ^15.5.18 to ^16.3.0. That is a Next 15 to 16 migration, not a security patch, and it needs the official codemods plus a real regression pass. Shipping it as a Dependabot auto-merge would be risky.

#1061 instead takes next@^15.5.21 (resolves 15.5.25), which closes all three high CVEs and the five mediums on the 15.x line, and overrides postcss to >=8.5.18, covering the other half of this PR.

The Next 16 upgrade is worth doing on its own schedule. Tracking separately.
