Add WXT's browser runner peer dependency

On a clean install, npm run dev:ext invokes the wxt development command, but WXT 0.21 no longer installs the previous web-ext-run dependency and instead declares web-ext >=9.2.0 as an optional peer (package-lock.json lines 8452-8467). Because optional peers are not installed automatically and the lockfile contains no web-ext package, starting the extension's development browser fails when WXT tries to load its runner; add a compatible web-ext development dependency alongside this upgrade.
