Enable GitHub Pages during docs deployment workflow

The build-and-deploy Actions job failed in the Pages setup phase (actions/configure-pages@v4) with Get Pages site failed / HttpError: Not Found, blocking documentation deployment. This change updates the workflow to explicitly enable Pages at runtime before artifact upload/deploy.

  • Updated .github/workflows/deploy-pages.yml to pass enablement: true to actions/configure-pages@v4, ensuring the repository Pages site is created/configured when missing.

• Deployment flow impact

  • Keeps existing build/upload/deploy sequence intact.
  • Changes only the Pages configuration step so downstream upload-pages-artifact and deploy-pages run against an initialized Pages site.
