Updates the release automation so that each release PR automatically gets a manual testing checklist comment with the correct version filled in.
Changes:
- Converted the release checklist version line into a templated placeholder (
{{VERSION}}). - Extended the
create-release-prworkflow to post the checklist as a PR comment after creating the release PR.

gh pr list --head ... '.[0].number' can return null (e.g., eventual consistency right after creation or if multiple PRs match), causing gh pr comment to fail; capture the PR number directly from gh pr create output (URL) or add a retry/guard that errors clearly when no PR is found.
