Adds tea-nfr to run the packaged NFR evidence audit with explicit requirement, implementation, and evidence inputs. The command validates scope-specific reports and canonical context, retains vendor attempts, and publishes both artifacts transactionally.

Evaluation

Live evaluator: two fixture projects, two repetitions each, four Codex calls with gpt-6.1-sol and Codex CLI 0.162.1. Elapsed time: 31m 33s.
The original evaluator returned exit 1. It reported five fabricated citations and two unstable cases. Raw reports showed valid report-relative Markdown links and sentence-style criterion headings that its parser handled incorrectly.
Replaying the same four saved reports after the scorer fix gives zero fabricated citations and zero unstable cases. All 16 domain judgments and four overall judgments match ground truth. The generated reports and fixture truth were unchanged.
Public tea-nfr Create on a fresh clean fixture returned PASS and exit 0 in 11m 7s with all evidence supplied. An earlier call with the logging configuration omitted from --evidence returned CONCERNS and exit 1, as designed.
Raw captures, digests, original red result, and replay summary are committed. Vendor cost telemetry was unavailable.
