Scoring does not run due to failed user notification job

The plugin that we used to find PR author email for non-web submissions (evvanErb/get-github-email-by-username-action@v2.0) no longer works.

We replace it with gh api.

seems good to me. What happens if email is private/not available?

It will likely return that the email cannot be found and fail out. Should add a check and a fallback to the brain-score admin user I suppose :/

Might need to revisit this one when we are thinking about linking GitHub accounts to brain-score.
