update jit normal uniform scalar and f64 indptr in csr

1. Updated the matrix generation and computation mechanism for the process matrix of JIT uniform scalar normal.
2. Updated the conversion mechanisms for to_dense, to_csr, and to_float.
3. Added matrix alignment verification for data paths: jitmv gather, jitmv scatter, to_dense, to_csr.
4. Mv introduces control parameters for chunking to control the splitting, allowing manual segmentation of sizes.
5. Add indptr conversion and verification for f64 of csr data type
