Goal of this PR

Port FiveM's RegisterKeyMapping to RedM. Resources can register custom keybinds that show up in the game's pause menu.
Made by RedM Collective.

I started this feature in October of 2025, finished yesterday and I wanted to at least pull request it.

How is this PR achieving the goal

Doing a similar implementation of fivem GameInput in redm.

This PR applies to the following area(s)

Successfully tested on

Game builds: 1491
Platforms: Windows
