Motivation

  • Produce a focused audit of commandlayer/runtime to identify duplicated receipt/proof/verification/canonicalization logic and define a safe migration path to consume @commandlayer/runtime-core as the single cryptographic authority (no runtime implementation changes in this PR).

Description

  • Add AUDIT-runtime-runtime-core-alignment.md documenting current vs target ratings, alignment table, duplicate logic inventory, proof envelope comparison, required runtime-core integrations, files likely affected, safe execution order, risks, and a recommended phased migration; branch audit/runtime-core-alignment was created and the file was committed (SHA 4be846594d08528e104b307b9bbb32a0416454bc).

Testing

  • No automated unit or integration tests were executed against this change in the current environment; only repository/commit operations were performed and the file was committed locally (push to remote failed because no origin remote is configured).

Codex Task

Why: Document where runtime still duplicates proof/protocol semantics and define a safe migration path to runtime-core canonical APIs before implementation changes.
