Thanks for determining the cause and fix; since this is duplicating the files across both %PREFIX%\lib and %PREFIX%\libs, it's actually following the letter of CFEP-27 both before and after your proposed amendment, so AFAICT we can just deploy this while we wait for the CFEP to be updated (probably needs a vote, so will take some time).
