Set metaSchemas to services_public, metaschema_public, and metaschema_modules_public to fix NO_VALID_SCHEMAS error.
Add request ID correlation, timing, and debug logging across middleware. Logs are only emitted when NODE_ENV=development.

this PR adds 2 things to fix the server package, which in turns, will fix the cnc CLI command as well
Also adds some logs in DEV only for more visibility of a request
