Our current "TESTING" approach is not very ergonomic and has spawned discussions around creating throwaway dev accounts more easily e.g., #1898, #2062. As "TESTING" is planned to be removed (or at least no longer effect auth #2121), we need another approach. My preferred option atm would be to hook into the email login procedure to allow developers to request token links for arbitrary accounts, but passwords may also be an option.
