The evidence here matches the concrete DPDispatcher error-reporting bug now tracked in #613. On current master, if all HTTP/transport attempts fail, download_from_url can return without creating the target file: client.py. The caller then tries to unzip the missing hash_back.zip, which produces the misleading FileNotFoundError shown in this report.

The underlying network/service failure may still be upstream, but masking it as a missing local archive is a DPDispatcher issue. #613 has the scoped fix and test requirements: raise the final HTTP/transport failure after retry exhaustion and stop before unzip.

I suggest closing #402 as a duplicate of #613, rather than as already fixed, and continuing the implementation discussion there.
