chore: cypress update [DHIS2-21978]

• Updates cypress to version 13 + updated some related dependencies (this necessitated a bunch of syntax changes). Note that I've kept the dependencies at certain lower versions that are working because some of our platform workflows are running with node v20 and newer packages are not compatible with v20 of node (we should update this in the workflows, but they're common workflows and also used by extensibility team)
• uses enableNetworkShim (previously fixtures were not being captured)
• does a clean up of tests (some of the tests were not correctly asserting things they should have been asserting), some tests were out of date, some tests needed modifications given to changes in the app
• adds e2e workflow back to the CI

This is all done with many rounds of AI (if that is not obvious from the AI comments throughout 😄), but I have read through all the tests to verify appropriateness (and prompted for some changes) + debugged.

(Note, to run cypress tests locally, you need a cypress.env.json file which is not uploaded to repo by default, mine looks like:

(snake case logic would be sufficient as well because there is some logic for converting, but I've just added both)
