add option "f" or "F" to force normal or elevated mode for pip commands pip --pre is prepared, but does not work via the current windows pip command. added documentation for help_f (help_F) and for do_i (give information).

the function setMessagesWindow was not in the old (in-process) Natlink, and needs a try/except statement.
