Add deprecation notice pointing to dzianisv/skills chrome-use: no memory leaks, faster startup, cleaner implementation.

Lets the CLI drive a remote chrome-devtools-mcp server over HTTPS (e.g.
on a tailnet) instead of spawning a local daemon. The CLI opens an MCP
StreamableHTTPClient against <url>/mcp, persists the issued session id
under XDG_CACHE_HOME so multi-step CLI workflows reuse the same
server-side tab state, and transparently reinitializes on the 404 that
a stale sticky id produces after a server restart.

New top-level flags (env defaults in parens):
  --remote <url>     CHROME_DEVTOOLS_MCP_REMOTE_URL
  --header k:v       repeatable, for bearer/static auth
  --insecure         CHROME_DEVTOOLS_MCP_REMOTE_INSECURE; disables TLS verify

start under --remote errors out (the server lives on the remote host).
status hits <url>/health. stop sends MCP DELETE and wipes the sticky
file.

- New `skills/chrome-devtools-remote/SKILL.md` so skills.sh indexes the
  --remote CLI workflow (preflight, sticky-session model, common ops,
  recipes, failure modes).
- New `.github/workflows/validate-skills.yml` that lints SKILL.md
  frontmatter on every push/PR.
- Fix pre-existing lint failures in scripts/sync-version.ts that were
  blocking check-format on every PR, plus a `npm run gen` pass so
  check-docs sees a clean diff (README + cli-options + flag-metrics +
  chrome-devtools-mcp.ts).
