Prepare the 0.7.0 release by bumping
ICU::VERSIONfrom 0.6.1 to 0.7.0 and moving the accumulated changelog entries into a v0.7.0 section. Add the missing UTF-16 length fix entry and reset the Unreleased comparison link to start at v0.7.0.Based on the latest
