Standalone CI prerequisite for PR #8.

Workflow

Adds .github/workflows/ci.yml with:

  • pull_request and pushes to main as triggers
  • contents: read as the only declared permission
  • Python 3.10 and 3.12 matrix jobs on ubuntu-latest
  • Node 20 for the MCP package
  • npm ci in mcp/, followed by the repository verifier at ./scripts/verify

The verifier runs MCP typecheck, 21 tests, and build, then installs the Python package in a temporary virtual environment and starts a loopback smoke-test server against a temporary database. It does not use the live service or a real database.

Scope

This PR adds only .github/workflows/ci.yml. It does not include any code or documentation from repair PR #8.

Verification

At exact head cf37c2fca07de2c579c175de8af9dae615c6b3a9:

cd mcp && npm ci: exit 0
./scripts/verify: 2 test files, 21 tests passed; typecheck and build passed
serve smoke test: ok on loopback with a temporary database
git diff --check origin/main...HEAD: exit 0

GitHub Actions run 31431694380 passed both verify (3.10) and verify (3.12) jobs at this head. CodeRabbit reported success with review skipped by label configuration.

Risk notes

  • npm ci reports the repository's existing 12 dependency audit findings. This workflow does not change dependencies.
  • GitHub warns that the JavaScript runtime for actions/checkout@v4 and actions/setup-node@v4 is moving from Node 20 to Node 24. The project test environment remains configured as Node 20.
