process: list the three ways a spec gets an entry - #35

The hosted, mirrored and indexed roles were defined in front-matter.md but never named side by side, so a reader had to assemble the picture from three files. Add a short list to the process README and link it from the root README.

@Meyanis95 thanks very helpful! I added that every move preserves every moved spec's full text. Therefore I also aligned the process docs and upstream file. Hope thats okay. |

The hosted, mirrored and indexed roles were defined in front-matter.md but never named side by side, so a new reader had to piece the picture together from three files. This adds a short list to the process README saying when to use each one, and links it from the root README. No change to any rule.
