Finalize bal-devnet-2 Scope

Proposing we keep EIP-8024, EIP-7778 & EIP-7708 and remove EIP-7843, more below:

• EIP-7843 - Agree to push to devnet-3 or align on keeping it in devnet-2. Requires CL changes (small). Currently underspecified, PRs to address the latter:
  • Update EIP-7843: Move to Draft EIPs#11083
  • engine: EIP-7843 changes - adding slot number to fcU execution-apis#731
• EIP-8024 - Approve and merge spec changes following alignment in ACD: Update EIP-8024: Switch encoding to push-postfix EIPs#11094
• EIP-7778 - Confirm alignment on spec (@nerolation comment below): feat(spec-specs): Implement EIP-7778 Block Gas Accounting without Refunds execution-specs#1401 (comment)
• EIP-7708 - Approve and merge spec changes: Update EIP-7708: Move to Draft EIPs#9003

I would like to discuss absorbing MEV-Boost into clients. I have written a simple specification on how we could absorb MEV-Boost into clients ethereum/builder-specs#144 . I would like to get a temperature check from clients on whether we want to do this in Glamsterdam or not.
