Land performance measurement CI/CD in Express and related projects

We'd like to land our CLI tool into the CI/CD of Express and related projects so that performance measurements and tests become available to every PR and produces more informed decisions about when PRs should be landed or not.
This was one of the original goals of the Performance WG so we hope to get a viable V1 out with a focus on accuracy and value then expand features from there once we've received feedback from other developers.

• perf concern

  • we need to know how much overhead the tool itself creates or if it throttles performance
  • We should look at what other packages use for this Tooling to investigate #13 (comment)

• nsolid self runner

• We should consider if we need to re-perf bench on every push to main or not ?

Another idea was to compare the performance improvements with each release, so we have a tracker, by the way.

I also made a library for express emits, https://github.com/GroophyLifefor/express-emits
I'm thinking of implementing an integration like this (https://github.com/yelix-cloud/trace); it might be useful for regular Express users.

Yeah @bjohansebas do you have any thoughts on how we would do this? I guess just every commit that lands on main or do we want to do on tags?

In principle I'm happy to land #134 just would be good for us to decide how we follow the Node releases convention going forward, what would be the most optimal way so we don't have to maintain?
