Independent Codex P2 finding on PR #92: recovery can appendPROMOTION_ACKNOWLEDGED/CLEANUP_SAFEafter a post-promotion crash even if a restored descendant is missing. This test-first RED commit simulates an interruption afterCANDIDATE_PUBLISHED, removes one restored descendant, and requires recovery to fail closed while preserving candidate, displaced original, and hash-chained journal bytes. Confirm real Ubuntu and Windows RED CI, then implement narrowly scoped transaction-bound candidate content witnesses and rerun full cross-platform validation before porting to PR #92. Do not claim physical NTFS sudden-power-loss proof, independent approval, ACCEPTED, merge or release.
