H80 regression injects missing and altered candidate descendants after an interrupted promotion journal prefix. This PR is not an integration or release authority. RED first; fix only after genuine Ubuntu/Windows CI confirms the regression. Preserve displaced original, candidate, hash-chained journal and fail-closed semantics. Physical NTFS sudden-power-loss assurance and independent reviews remain separate blockers.

The RED test-only commit 69c7f045950405f726e33e5c77b3dcd8d26ccd57 reproduced missing-descendant false acknowledgement on both Ubuntu and Windows in CI #41271235511. The GREEN Ubuntu validation is passing; Windows is still running in #41271297676. This diagnostic review is not one of the three mandatory distinct exact-final-source code/architecture/security approvals and is not physical power-loss evidence.
