Motivation
Upgrade many minimizer/webpack/bundler-related dependencies
I'm marking this as a breaking change for now, but I'm not 100% sure any of these will affect anyone in our community: according to changelogs, it's iften due to Nodejs version upgrades. We'll document breaking changes that we notice in the v4 blog post.
Fixes partially #11801 (security warning fixed through transitive dependency update).
