The FIBP-only server expects [fibp] not [server] for the listen address.

Switch test server config from
[server]to[fibp]so the FIBP-only server picks uplisten_addrcorrectly. Updates the normal, TLS, and auth server fixtures intests/conftest.py.Written for commit eb48568. Summary will update on new commits.
