chore(kev): update bundled CISA KEV mirror

Automated nightly refresh of the bundled CISA KEV catalog mirror
(secator/data/known_exploited_vulnerabilities.json) from the live feed.

It is the offline fallback for kev vulnerability tagging, so constrained
environments that can't reach cisa.gov still tag known-exploited CVEs.
