Bug: Custom Layout Flick Keyboard works Incorrectly

Reproduction steps

1. Make sure you have developer mode active.
2. Go to Developer Settings -> Custom Layouts.
3. Paste Japanese Flick Keyboard from here.
4. Start typing in the "Test the layout" text box

Actual result

When you tap the keys it puts numbers or the hint keys. Like instead of あ it will type 1 when in the yaml it says: primary: "あ|1".

Expected result

I expected it to type あ. Is this intended behavior?

This is intentional and the layout only works with Japanese IME which translates these characters to Japanese input. You may have to set the language to ja for it to work
