[AW Top 10] 05 Fix tool allowlists that deny required tools #67450

Description

@github-actions

Priority 5/10 | 4 source issues | Impact 3/5 | Confidence 3/5 | Effort 2/5

One assignment, one coherent fix

Several workflows hit permission denials or missing tools for shell, Actions reads and review writes.

Implementation scope

Add the denied commands and review-comment tools to the relevant allowlists, or rewrite prompts to use permitted tools, and keep denial text in the failure issue.

Done when

  • Each named workflow completes its step without a denial.
  • Missing tool reports name the exact allowlist entry to add.

Why now

Four reports show denials in different workflows, so each needs a per-workflow fix. One report concerns an integrity-policy filter that may be intentional.

No corroborating AW discussion; evidence comes from the source issues.

Unchanged AW sources close only after this summary is completed. Newer source activity and not-planned retirement do not trigger source closure. Assigned summaries are frozen; unassign to allow reclustering.
