Prevent unresolved AI credit estimates from blocking workflows

Unresolved accounting estimates could exhaust the daily AI credits threshold and stop workflows despite zero recorded consumption. The guardrail now blocks only on recorded credits while retaining estimates for visibility and reconciliation.

• Enforcement: Compare recorded credits—not the combined recorded and estimated total—to the threshold. Estimates alone do not block runs; accounting errors without a usable estimate still fail closed.
• Reconciliation and reporting: Retry unresolved accounting on subsequent scans and age estimates out when their runs leave the 24-hour window. Show recorded, estimated, and combined credits separately in activation summaries and failure reports.
