Drop PHP < 8.1 builds

PHP 7.4 and 8.0 docker images cannot be build anymore, because they are based on a too old Debian version. Indeed, they are only available for Debian Bullseye or Buster versions. APT repositories for these versions are no longer available, therefore it is impossible to install the required system dependencies. Existing images will still be available, they will just not be updated anymore.

Here is an example of the error triggered during PHP 7.4/8.0 images, since September 7:

Since v11 will be the minimum supported version, should not we remove PHP 8.1 as well?

Also, GLPI 8.1 is not maintained anymore, so rebuild it is pretty useless.

I removed it.
