Comprehensive filesystem API built on WASI filesystem.

Symbolic links are persistent WASI filesystem objects, so linked package trees
remain visible to later fresh execution runtimes. Link targets must be relative:
WASI rejects rooted targets, and `symlink` fails with `EINVAL` without creating
an object when given one. Production Golem and macOS/Linux local development
support these links. Windows local development currently requires Developer
Mode or an equivalent symlink privilege; non-link filesystem and npm workflows
are unaffected.
