Clarify the next repair step in status and sync output, make submit preview PR metadata sources explicit, and use deterministic fallback PR title/body when the tip commit is sparse. Also tighten the ambiguous head lookup guidance and cover the new guidance paths with tests.
Record the operator and product gaps that surfaced while turning an existing PR pile into one verified landing branch in event-agent, including composition, supersession, verification metadata, and closeout planning follow-ups.
