Upgrades the codebase to use Solidity version 0.8.33.
This involves updating:
foundry.toml:solc_versionto0.8.33.solfiles insrc/,script/, andtest/:pragma solidityto^0.8.33Verification
forge build.forge test: 311 tests passed.transfer()orsend()methods.
