I did basic testing on the local instance and it seems it works, i.e. I was able to refresh the WWTOTA dbase and get the WWTOTA spots from the cluster.

The update script also adds lat/lon GPS coordinates of the towers to the mongodb. According to the program rules the activator needs to be in the 200 m radius from the tower, so it's quite precise location of the station. It could be used e.g. for querying SOTA/POTA from the location, but currently it's unused in the code.

Thanks for taking the time to contribute code to HamAlert! For a complete implementation, changes would also need to be made to the app, and to the web interface. But I'll leave the PR pending for now anyway; see #1 (comment) on a similar PR for the reasoning.

I'm still not sure which objective criteria to use when deciding whether adding a particular new xOTA program to HamAlert would be warranted. It will likely have to be a mix of maturity (e.g. been around for at least a year) and user base (e.g. at least 1000 active users).

The program is quite new - it will have one year anniversary in summer. It started as a small local program, but it's expanding quickly and became international. I don't have exact data, but currently there are 148 persons in the Czech Whatsapp support group (IMHO there are also Austrian and German groups), 29 registered persons in the telegram cluster notification bot, 186 unique activators registered on the program web, over 7000 unique hunters logged (not everybody is registered on the program web), so my informed guess is max cca. 500 registered users (activators + hunters) currently in the program, but it's expanding. The program administrator Ivan, OK2IH could provide better stats.

The cluster is not much used yet, currently there are only cca. 2-3 short wave spots per day in average, but the number is increasing. I think this (the average number of active spots) maybe a good criterion for new xOTA program addition (even if it isn't good for this specific program :) ).

I created this PR because there were requests in the WhatsApp support group and it make sense to me - it would be great to have one centralized notifier for everything.

If there will be any rules for new program additions to HamAlert or if there is needed any change in the PR, feel free to let me know.
