Add a Python script to translate text between English and Braille.
This script implements bidirectional translation, handling letters, numbers, capitalization, and spaces via a command-line interface. The Braille number mapping (1-9 to b-j patterns) was specifically chosen to align with the provided unit test, resolving an ambiguity encountered during development.
