docs: publish TypeScript client release evidence

What changed

• publish create-hayate 0.13.0 main, release, and full 112/112 frontend matrix evidence
• publish hayate-openapi 0.8.1 CI, release provenance, and zero-runtime TypeScript client scope
• advance golden-app proof to the real-ASGI TypeScript interop commit
• regenerate the machine-readable compatibility manifest, human compatibility page, and organization profile
• update the canonical production start path to create-hayate 0.13.0
