chore(deps): refresh locked security dependencies

Refresh security-sensitive locked dependencies while retaining Python 3.9 support.

• Update idna to 3.18 and Pygments to 2.20.0.
• Resolve secure dependency versions for Python 3.10+: requests 2.34.2, urllib3 2.7.0, black 26.5.1, and pytest 9.1.1.
• Keep Python 3.9-compatible resolutions unchanged where patched upstream versions no longer support Python 3.9.
• The remaining alerts apply only to the Python 3.9 lockfile resolution.
• They will be addressed when the project drops Python 3.9 support.
