Implement email notification admin stuff in Wagtail

Currently notifications are sent on a per-plan basis from cron. We probably should change this so that notifications are sent for all plans that have them enabled.

Also, when modifying notifications.BaseTemplate CSS variables, it would be useful to be able to send an example notification to logged-in user's email address to be able to see how the notification looks in practice.
