Adds tagpr to automate releases.

  • .tagpr — vPrefix = false (tags stay bare semver like the existing 1.0.0), releaseBranch = main, versionFile = - (version lives only in tags; the README's from: "1.0.0" is a major lower bound and isn't rewritten), release = true.
  • .github/workflows/tagpr.yml — runs on push to main; opens/updates the release PR with CHANGELOG.md, and on merge tags and creates the GitHub Release.
  • CLAUDE.md — a short Releasing section.

Bump is patch by default; label the release PR tagpr:minor / tagpr:major for bigger bumps.

Repo setting needed: Settings → Actions → General → enable "Allow GitHub Actions to create and approve pull requests".

Note: PRs opened with GITHUB_TOKEN don't trigger other workflows, so CI won't run on the release PR itself (it only changes CHANGELOG.md). If that matters, swap in a PAT or GitHub App token.

Every push to main opens or updates a release PR that writes CHANGELOG.md;
merging it tags the release (bare semver, no v prefix) and creates the
GitHub Release. No version file: the README's install snippet pins a major
lower bound and is not rewritten per release.
