GitHub will migrate the Windows Arm hosted runner label to the Visual Studio 2026 image. Test the release build on that image before the migration so any toolchain or runner compatibility issue is visible without changing the release workflow on main.

DO NOT MERGE. This is a test-only change to run the Windows Arm release build
against GitHub's Visual Studio 2026 image before the hosted runner migration.
The release workflow keeps the same Go and LLVM-MinGW toolchain. Only the
Windows Arm image label changes, so CI can expose any image compatibility issue
without changing the release behavior on the default branch.
