Clear the v1.24 advance notice on upgrade and leave existing deployments untouched.

• After archival, remove obsolete Peribolos teams and regenerate OWNERS aliases, retaining Security Writers and Security WG Leads. Includes cleanup of unused teams for already-archived repositories and redundant Serving Triage teams in both organizations.
