Convert the bootstrap CLI and build scripts to strict TypeScript #25

Closed

Description

@lastobelus

Outcome

The public dependency-free bootstrap CLI and repository automation are built from strict TypeScript without changing their interfaces or release artifacts.

Stack position

4 of 7 — stacked on the typed persistence and service layer.

Acceptance criteria

  • Bootstrap CLI, review launchers, build, icon, packaging, and release-support scripts are converted.
  • The packed public CLI remains dependency-free and preserves exact stdout/stderr behavior.
  • Release archive names, checksums, and architecture handling remain unchanged.
  • Corresponding tests are converted in the same PR.
  • No runtime TypeScript loader or committed generated JavaScript is introduced.
  • The temporary JavaScript boundary shrinks and all checks pass.

Evidence

Implemented and verified in #33. The full check and 165-test suite pass on Node 22.13.0 and Node 24.13.1; the dependency-free CLI package and arm64 macOS application package were built successfully.
