fix(claude): avoid retries for definite context overflow - #8211
A translated Messages request whose upstream returns a generic-coded or plain-text context overflow could be retried and reach Claude Code as a server error. Carry the residual of #8129: stop transient retries when the bounded response prefix proves an overflow, and map generic upstream_server_error and plain-text overflow refusals to the fixed compaction response. Rate limits, billing refusals and ordinary retryable failures keep their class. The direct Messages overlap already merged in #8148 is not reapplied.
The body peek caps bytes before decoding, honors cancellation and does not count inspection time against the upstream slow-attempt budget; empty chunks cannot starve its deadline. Negated, hypothetical, question-form and configuration-failure messages do not suppress retry: the additional filter reads the unwrapped provider message so JSON escapes cannot change the decision. A definite overflow still stops retry when its remedy mentions configuration. Reader exceptions retain transport classification. Explicit, independently checked deltas preserve the immutable overflow golden and all unrelated rows.
This carry includes the approved src/claude/outbound.ts, src/lib/upstream-retry.ts, and src/server/claude-messages.ts scope, plus the shared context verdict, direct encoder, tests, and owning docs. RFC 9110 §9.2.2 distinguishes idempotent requests for automatic retries. Aside was unavailable on the Linux host; the hosted search tool returned 401, so the RFC was fetched directly.

Before the fixes, targeted tests failed for byte bounds, abort, slow-attempt timing, empty-chunk cancellation, a reader exception acquiring an overflow code, and a negated overflow suppressing retry.

The earlier hygiene job on 8eaf140b1b failed because GitHub's pull-request API returned HTTP 503; that result is not a pass. The new head triggers fresh CI.
Full bun run test was not run locally because six lanes run concurrently. The ci:full label requests four Ubuntu shards because the golden checks execute subprocesses and read source and fixture data; broader coverage is left to CI.

Summary by CodeRabbit
Bug Fixes
Improved context-length error classification for generic upstream server failures, including plain-text error responses.
Stopped retries when a bounded inspection confirms a transient server error is caused by context overflow.
Kept retries enabled for “too many tokens” messages and hypothetical, negated, or configuration-related overflow wording.
Preserved status classifications for authentication, payment, permission, and rate-limit errors.
Kept transport failures distinct from context-length errors, even when their messages mention overflow.
Documentation
Clarified overflow detection and retry behavior across response types.
The change expands context-overflow classification for generic upstream errors, normalizes eligible plain-text Messages errors, and prevents transient retries when bounded inspection detects definite context overflow. It also preserves transport-failure classification and adds tests and documentation for these behaviors.
upstream_server_error is eligible for wording-based overflow classification. Plain-text upstream errors use overflow wording for eligible statuses, while statuses 401, 402, 403, and 429 are excluded. Encoder transport failures retain transport classification. Tests and documentation cover the updated cases.
Transient error responses are inspected through a clone, up to 16,384 bytes and 250 ms. A definite overflow verdict stops retries. Event streams and responses without a verdict retain normal retry behavior; aborts and slow-attempt checks remain ahead of inspection.

Some definite context-overflow refusals can still trigger an unnecessary resend or fail to give Claude Code the compaction response. Align the retry and Messages classifications before merging.

Recognize explicit overflow assertions before retrying.
For a 500 response saying Too many tokens: prompt is too long, the peek removes the only recognized phrase and retries the request. The native Messages path can then return 529. It maps the 5xx to 529 independently, so stopping the resend alone would not fix that classification.

Classify the inspected plain-text prefix before truncating it.
In src/server/claude-messages.ts:1342-1344, a 500 body can put “Your input exceeds the context window” after character 400 but within the retry peek. The retry helper returns it without retry, but this handler returns a 529 without the compaction code. Classify the bounded prefix separately from the 400-character display text so Claude Code can compact the request.

Update the plain-text gateway error handling to classify the full bounded
retry-peek text with isContextOverflowError before applying the 400-character
display limit. Keep the displayed message capped at 400 characters, and preserve
the existing status exclusions so context overflow is returned with the
compaction code.

Do not let a hypothetical sentence veto a separate overflow verdict.
For a 503 body such as “If input exceeds the context window, shorten it. This input exceeds the context window,” NON_VERDICT_CONTEXT matches the first sentence and rejects the entire message. The second sentence states a definite overflow, but fetchWithTransientRetry resends the request instead of returning it for compaction handling. Apply the exclusion to the candidate verdict sentence, not to every sentence in the provider message. Add this two-sentence case to tests/lib/upstream-retry.test.ts. (raw.githubusercontent.com)
