LCORE-4710: Catch provider model discovery failures - #3102
Wrap models.list-style discovery failures in a single ModelDiscoveryError across inference providers (OpenAI, Azure, vLLM, Watsonx, Vertex AI, Bedrock). Catch foreign SDK/auth errors, re-raise the domain error without exposing internal exception details, and cover the wrap paths with unit tests.
If it is a core feature, I have added thorough tests.
Testing
Please provide detailed steps to perform tests related to this code change.
How were the fix/results from this change verified? Please provide relevant screenshots or results.
uv run pytest tests/unit/providers/inference/test_errors.py tests/unit/providers/inference/*/test_provider.py -q
Confirm discovery failure paths raise ModelDiscoveryError with provider id only (no foreign error text in str(error)); underlying cause remains on __cause__.
Summary by CodeRabbit
Bug Fixes
Errors encountered while retrieving available models from Azure, Bedrock, OpenAI, Vertex AI, vLLM, and WatsonX are now reported consistently as model discovery failures.
The underlying error is retained, providing details about the failure.
Tests
Added coverage for model discovery errors across the supported providers.

Full details: Performance And Algorithmic Complexity
Explanation
PASS: The PR adds exception translation and a small error class only. It does not add API calls, per-item queries, nested processing, unbounded storage, or new list operations. Existing Bedrock pagination, Vertex async iteration, and WatsonX concurrent requests remain unchanged in the diff.
Full details: Security And Secret Handling
Explanation
PASS. The changed source only catches SDK errors and raises ModelDiscoveryError with the provider ID (src/providers/inference/*/provider.py, lines 57-83, 67-76, and 134-135 in the reviewed diff). Its message contains no SDK error, token, URL, or credential (src/providers/inference/errors.py:75-86). The original exception is chained, not logged or returned by this change. The diff adds no API routes, auth changes, injection sinks, Kubernetes Secret manifests, or plaintext production secrets. Added credential-like values occur only as dummy unit-test fixtures such as test-key and secret.

[edge-case]src/providers/inference/watsonx/provider.py:60 — The asyncio.gather call runs models.list() and _list_foundation_model_functions() concurrently. When one task raises APIError, asyncio.gather propagates the exception immediately but does not cancel the sibling task. The surviving coroutine continues executing in the background even though its result will never be consumed. This is a pre-existing pattern but the new try/except makes it more visible.
[missing-test]tests/unit/providers/inference/watsonx/test_provider.py:138 — The Watsonx discovery failure test only exercises models.list raising APIError while _list_foundation_model_functions is mocked to succeed. There is no test for the reverse path — _list_foundation_model_functions failing with APIError while models.list succeeds. Both paths converge through asyncio.gather and the same except APIError clause, so the risk is low, but covering the second failure source would strengthen confidence in the wrapping.
Remediation: Add a second parametrized case where _list_foundation_model_functions raises APIError and models.list succeeds.
[naming-convention]tests/unit/providers/inference/openai/test_provider.py:97 — Inconsistent test function naming across providers. Azure, Bedrock, and VertexAI tests use test_discover_models_wraps_foreign_failures, while OpenAI, vLLM, and WatsonX tests use test_discover_models_wraps_api_error. All six tests verify the same behavior (provider-specific exceptions are wrapped into ModelDiscoveryError), so the names should be uniform.
Remediation: Rename test_discover_models_wraps_api_error to test_discover_models_wraps_foreign_failures in the OpenAI, vLLM, and WatsonX test files.
[naming-convention]tests/unit/providers/inference/openai/test_provider.py:107 — Inconsistent docstring phrasing across the same set of tests. Azure says "OpenAI API subclasses and Entra auth failures become ModelDiscoveryError", Bedrock says "Bedrock service and transport subclasses become ModelDiscoveryError", while OpenAI/vLLM say "...models.list API subclasses become ModelDiscoveryError". The phrase " ... subclasses become ModelDiscoveryError" is the emerging pattern; "models.list API subclasses" is an oddly narrower description since APIConnectionError never reaches models.list.

High
[edge-case]src/providers/inference/openai/provider.py:58 — The except APIError clause does not catch APIConnectionError or APITimeoutError. In the openai Python library (>=1.0), APIConnectionError extends OpenAIError directly — it is NOT a subclass of APIError. Network-level failures (connection refused, DNS resolution failure, timeouts) will bypass this handler and propagate as raw openai SDK exceptions, defeating the purpose of the wrapping.
Remediation: Catch openai.OpenAIError instead of openai.APIError, or explicitly add APIConnectionError and APITimeoutError to the except tuple.
[edge-case]src/providers/inference/vllm/provider.py:56 — Same issue as the OpenAI provider: except APIError does not catch APIConnectionError or APITimeoutError, which are not subclasses of APIError in the openai library. vLLM uses the openai client, so network failures will escape unwrapped.
Remediation: Catch openai.OpenAIError or add APIConnectionError and APITimeoutError to the except tuple.
[edge-case]src/providers/inference/azure/provider.py:82 — except (APIError, ClientAuthenticationError) misses APIConnectionError and APITimeoutError from the openai library, which are not subclasses of APIError. Azure OpenAI uses the openai client for models.list(), so network errors will propagate unwrapped.
Remediation: Add APIConnectionError (and optionally APITimeoutError) to the except tuple, or catch OpenAIError.
[edge-case]src/providers/inference/watsonx/provider.py:66 — except APIError does not catch APIConnectionError or APITimeoutError. The asyncio.gather call includes both pai.client.models.list(...) and self._list_foundation_model_functions(). Both use the openai client and can raise APIConnectionError on network failure, which will escape the handler.
Remediation: Catch openai.OpenAIError or add APIConnectionError and APITimeoutError to the except tuple.
Medium
[missing-test]tests/unit/providers/inference/openai/test_provider.py — No test verifies that APIConnectionError (network-level failure) is wrapped into ModelDiscoveryError. The test only covers APIError (HTTP-level). Once the production code is fixed to catch connection errors, a corresponding test case should be added.
[missing-test]tests/unit/providers/inference/vllm/test_provider.py — No test for APIConnectionError wrapping. Only APIError is tested.
[missing-test]tests/unit/providers/inference/watsonx/test_provider.py — No test for APIConnectionError wrapping. Only APIError is tested.
[missing-test]tests/unit/providers/inference/azure/test_provider.py — No test for APIConnectionError wrapping in the Azure provider. Only APIError and ClientAuthenticationError are tested.

Catch IAM HTTP status errors as discovery failures.
WatsonxIAMAuth raises httpx.HTTPStatusError before the OpenAI request receives a response. OpenAI 3.41.0 does not convert this exception in _send_request, and _discover_models catches only APIError. A failed IAM request therefore escapes as the wrong exception type, and provider initialization does not complete.

Update the exception handling in _discover_models to convert both OpenAI API
errors and IAM HTTP status errors into ModelDiscoveryError, preserving the
original exception as the cause so provider initialization handles either
discovery failure consistently.
A focused 14-file change (373 lines) adding error handling across inference providers with matching test coverage (50% test file ratio). No protected paths, security-sensitive files, CI, or dependency changes. The providers directory shows elevated recent churn (13 commits in 30 days) with 4 distinct authors, but no regressions or reverts.
10:24–10:40 — Review 3 (commit bc5082d) completed. Found 4 HIGH edge-case findings claiming APIConnectionError is NOT a subclass of APIError in the openai library. $5.50.
11:31 — Human reviewer (tisnik) approved with "LGTM" (before Review 4 completed).
13:27 — PR merged. Total review cost: $18.25.
Key observations
Review 3 false positives (HIGH → gone): The agent's first complete review asserted with HIGH severity that APIConnectionError extends OpenAIError directly and is NOT a subclass of APIError. This is factually incorrect — in all openai ≥1.0 versions, APIConnectionError(APIError) IS a subclass. The final code catches except APIError and the merged tests verify APIConnectionError is caught, confirming the hierarchy. The agent self-corrected on Review 4 (the findings disappeared), but the false positive likely caused unnecessary investigation by the author. This is additional evidence for fullsend-ai/agents#420 (verify assertions against source code) and fullsend-ai/fullsend#4379 (hedge uncertainty on unverified library internals).
CHANGES_REQUESTED on LOW-only findings: Review 4 submitted CHANGES_REQUESTED despite all 4 findings being LOW severity (asyncio.gather sibling task not cancelled, missing reverse-path Watsonx test, inconsistent test function names and docstrings). The human approved regardless and merged without addressing them. Evidence for fullsend-ai/agents#1141 (approve instead of request-changes for low-severity nits).
Cancelled review token waste: Two reviews cancelled at $4.49 combined due to rapid force-pushes. Evidence for fullsend-ai/fullsend#4960 (debounce review on rapid pushes).
CodeRabbit caught an outside-diff gap the fullsend agent missed: CodeRabbit identified that WatsonxIAMAuth._exchange_token() calls response.raise_for_status(), which raises httpx.HTTPStatusError — not a subclass of APIError. A failed IAM token refresh during model discovery would escape as an unwrapped exception. The fullsend agent did not flag this, likely because the auth module was outside the diff. See the proposal below.
Autonomy assessment: inconclusive. The human approved without comments. Per methodology, this does not constitute evidence for or against expanding agent autonomy.
Intended behavior: when a pull request is closed or merged, the retro agent
should do nothing; it should run only when a human posts a comment whose
first line is the /fs-retro slash command.
The earlier retro change (commit 8bafe0d) placed that condition only inside
.fullsend/harness/retro.yaml. The dispatch Route job decides whether to run
a built-in agent from agents[].trigger in .fullsend/config.yaml and does not
read a harness-level trigger, so retro kept running automatically on every
closed PR (e.g. PR lightspeed-core#3102).
This change adds the same CEL condition to the retro agents[] entry in
config.yaml while keeping source: harness/retro.yaml. As on fullsend CLI
v0.51.0 CLI, an agent entry may carry both source and trigger (a
trigger without a source is rejected), so this parses and makes retro
dispatch only on a /fs-retro comment:
- PR closed or merged -> retro does not run
- human comments /fs-retro -> retro runs
Validated with 'fullsend agent list'.
