Add Health Endpoints and Fix Failing Tests
Adds production-ready health endpoints (
/api/health) to both the Dashboard and Azure Functions that validate required GitHub API configuration without making external calls. Fixes 2 broken unit tests that have been failing since the initial commit due to wrong expectations and import paths. Health endpoints follow standards (200 OK when healthy, 503 when misconfigured) and are safe for Kubernetes probes and load balancers.
