RELOPS-2410 Add Windows Server 2025 builder pools

Summary

• Add alpha, production, and trusted Windows Server 2025 image aliases.
• Add 23 Windows Server 2025 builder pools for the current Windows Server 2022 consumers.
• Use Standard_D32ads_v7 for normal pools and Standard_D96ads_v7 for xxlarge pools.
• Use Spot VMs and ARM template version 2.0 with NVMe ephemeral OS disks.
• Use the Windows builder implementation for Server Core.

Validation

• 36 focused tests passed.
• tc-admin check: 75 passed, 1 skipped.
• The focused tc-admin diff adds 23 Windows Server 2025 worker pools.
• git diff --check passed.
