[Rollout UI] Slack review notifications cannot be disabled on the new UI

[Prerequisites]:

• Have a rollout created on the new UI.

[Steps to reproduce]:

1. Uncheck the "Enable review Slack notifications" button.
2. Request enrollment for the rollout and observe the Slack notifications channel.

[Expected result]:

• No notifications are sent for the rollout.

[Actual result]:

• Review notifications are sent.
