Looks good to me. Mostly tracks internal changes to fcat, upgrades to fastcat v0.13 from v0.4 |

Update fcat with internal changes. Last commit was 5 years ago, so this PR is easier to understand as removing internal code from current version, than an update of public fcat.
Tested on Astroubud Testbed. It needs fcat_msgs@update-msgs
