Recover features disabled during build migration to uv

• Recover snyk tests and monitoring that were enabled in previous workflow routine but were disabled during migration to uv
• Rework PyPI publishing to use correct GitHub Actions triggers for release flow [#193]
• Improve concurrency [#207]
• Improve publish and release workflow with proper Actions triggers
• protect main, develop, release/* branches
